Health and social care

Reducing preventable admissions

LGA have published a new high impact change model on the actions to take to reduce preventable admissions to hospital and long-term care. This addresses issues raised in research commissioned by LGA in 2016. The new model includes tips, case studies and links to existing resources and national guidance, as well as a self-assessment which supports local health and care system leaders to consider the strengths, areas for development and gaps in their local community model.

Free support is also available from the LGA’s Care and Health Improvement Programme for local systems to assess their models and progress, as well as to implement any aspect of the model.

Volunteering and wellbeing during the Coronavirus pandemic
The Wales Centre for Public Policy (WCPP) have published the results of two studies on the contribution of volunteering to individual and community wellbeing during the COVID-19 pandemic: a synthesis of 50 practice-based case studies using a case study synthesis method (Part 1: Learning from practice) and (Part 2: Rapid evidence review).

The role of communities and the use of technology in mitigating loneliness during the Coronavirus pandemic
This WCPP report presents findings from research on the role of communities and the use of technology in mitigating loneliness during the Coronavirus pandemic.

Vulnerable children and young people survey – Summary of returns waves 1-24, England
The Department for Education (DfE) established a survey of local authorities in England to help understand the impact of the COVID-19 outbreak on children’s social care. The latest summary covers waves One – 24 from the survey.

Admin matters: the impact of NHS administration on patient care
This report from The Kings Fund considers that NHS admin processes can work to improve patient experience, help address inequalities and promote better care. The report provides a framework for improving the quality of admin based on insight from patients, carers and NHS staff.

Education and young people

Pupil premium survey report 2021
This LGA survey (conducted in May 2021) captured the impact on funding of change made to Pupil Premium funding arrangements. The Department for Education (DfE) change, on the use of school census dates meant that where a pupil became eligible for free school meals between October 2020 and January 2021 the school wouldn't get Pupil Premium Grant (PPG) until April 2022 rather than April 2021. Schools, pupils and their characteristics: January 2021 - England
This DfE publication contains statistics on school and pupil numbers and their characteristics, in schools in England as collected in the January 2021 school census.

A comparison of school institutions and policies across the UK
This report by the Education Policy Institute (EPI), funded by the Nuffield Foundation, suggests that the four UK nations have begun to adopt increasingly different approaches to education policy after twenty years of devolution.  

Pupil absence in schools in England: autumn term 2020
These DfE statistics provide information on the levels of overall, authorised and unauthorised absence in state-funded schools during the autumn term 2020 in England.

Young people not in education, employment or training (NEET), UK: January to March 2021
These Office for National Statistics (ONS) data provide estimates of young people (aged 16 to 24 years) who were not in education, employment or training, by age and sex in the UK between January and March 2021.

Attendance in education and early years settings during the COVID-19 outbreak 23 March 2020 to 17 June 2021 – England
These DfE statistics provide a summary of attendance in education settings from 23 March 2020 to 17 June 2021 in England.

Special educational needs in England: January 2021
These DfE statistics provide information from the school census on pupils with special educational needs (SEN) and SEN provision in schools in England in January 2021.

Transport

Road goods vehicles travelling to Europe: April 2020 to March 2021
These Department for Transport (DfT) statistics provide information on the number of powered vehicles and unaccompanied trailers carried on each route to Europe between April 2020 and March 2021.

Transport use during the coronavirus (COVID-19) pandemic in Great Britain since March 2020
These DfT statistics provide information on transport use by mode in Great Britain between March 2020 and  June 2021.

National travel attitudes study: Wave 5 - England
The results of this DfT study provide information about public attitudes on cycling (with a focus on e-bikes and cycle training), walking and travel behaviour during the coronavirus pandemic in England.

Quarterly bus statistics: January to March 2021 – Great Britain
These DfT statistics provide information on local bus passenger journeys and fares in Great Britain between January and March 2021.

Passenger rail usage: January to March 2021 – Great Britain
These Office of Rail and Road (ORR) statistics provide information on passenger rail usage in Great Britain between 1 January and 31 March 2021.

Reported road casualties Great Britain, provisional results: 2020
These DfT data provide information on personal injury accident statistics on public roads in Great Britain during the 2020 calendar year.

Environment

Opportunities and challenges for rural communities from net zero carbon legislation
This report from Rural England explores specific rural challenges and opportunities arising from the net zero agenda, focussing on home heating, transport and energy production.

Energy trends: UK - October to December 2020
This publication from the Department for Business, Energy and Industrial Strategy  (BEIS) provides information on energy production, trade and consumption in the UK between October and December 2020.

Household energy efficiency statistics, Great Britain: Quarter 1, 2021
This publication from BEIS provides information on the Energy Company Obligation (ECO) and the Green Deal (GD) in Great Britain for Quarter 1, 2021.

Smart meters in Great Britain, quarterly update March 2021
These BEIS quarterly statistics provide information on the roll-out of smart meters in Great Britain, covering both operating and installed meters.

Local government

Local authority revenue expenditure and financing England: 2019/20 financial year final outturn
These Ministry of Housing, Communities and Local Government (MHCLG) statistics provide final outturn estimates of local authority revenue expenditure and financing for 2019 to 2020 in England.

LG Inform updates:

The LG Inform gender pay gap report has been updated
Gender Pay Gap Statistics are published by the HM Government Gender Pay Gap Service from data supplied by employers with 250 or more employees. These published figures compare men and women’s average pay across their organisation.

The Gender Pay Gap Report in LG Inform has been updated with the latest 2020/21 figures for just under half of English and Welsh local authorities. This report summarises the mean and median pay gaps in local authorities, as well as the distribution of staff across pay quartiles for 2020/21 compared to 2019/20. A second update with data for the remaining authorities will be available later this year. For more information, contact lginform@local.gov.uk.

Total number of individuals claiming Self-Employment Income Support Scheme (SEISS) - All grants - England
The total number of successful claims for the Self-Employment Income Support Scheme in England is 2,462,000 individuals, covering the first four grants. The figures are published monthly by HMRC, as part of their Coronavirus (COVID-19) statistics.

COVID-19 vaccinations – England, week ending 20/06/2021
The cumulative number of residents who have received two doses of a COVID-19 vaccine aged under 25 in England for the week ending 20/06/2021 was 786,333. An increase of 63,757 from 722,576 for the week ending 13/06/2021

The figures include all individuals identified in the relevant age bands and does not exclude those who may have been vaccinated due to them being in a higher priority group for vaccination (e.g. care home residents or frontline health and social care workers).

Council tax collection rates – England 2020/21
The proportion of council tax collected as a percentage of council tax due for England for the 2020/21 Financial Year was 95.70 per cent compared to 96.84 per cent in the 2019/20 Financial Year. This is the amount of council tax that was collected during the year, expressed as a percentage of the amount of council tax due.

Graduate labour market statistics 2020 - England
These Department for Education (DfE) statistics provide information on graduate, postgraduate and non-graduate employment rates and earnings for England in 2020.

Business and individual attitudes towards the future of homeworking, UK: April to May 2021
This ONS article examines the effect of the COVID-19 pandemic on office working in the UK during April and May 2021. It includes an analysis of changing business and individual attitudes to future working practices.

Economy

Rural economic bulletin for England – June 2021
The Department for Environment, Food and Rural Affairs (Defra) quarterly rural economic bulletin is a 'dashboard' of indicators designed to provide evidence on the rural economy.

Statistical digest of rural England – May 2021
This Defra publication provides a collection of statistics on a range of social and economic subject areas, including the rural population and migration, rural living and the rural economy.

Housing

Denied the right to a safe home – Great Britain
This report from Shelter on inequality in the housing system, reveals that one in three adults have struggled to access a safe home, based on research completed in April 2021. .

We can’t allow renters to be locked out of our post-pandemic recovery
This Joseph Rowntree Foundation (JRF) briefing considers that although the  economic recovery from the pandemic is underway for some, difficulty in staying afloat is still a reality for many renters.

Housing statistics 1 April 2020 to 31 March 2021 - England
These statistics present the housing starts on site and housing completions delivered by Homes England between 1 April 2020 and 31 March 2021.

Crime

The scale and nature of child sexual abuse: review of the evidence
This report from the Centre of Expertise on Child Sexual Abuse (CSA) aims to gain a better understanding of the scale and nature of child sexual abuse, in order to improve the response.

Proven reoffending statistics: January to March 2019, England and Wales
These Ministry of Justice (MoJ) statistics provide information on reoffending of offenders who were released from custody, received a non-custodial conviction, or a caution between January and March 2019 in England and Wales.

Criminal court statistics quarterly: January to March 2021
These MoJ statistics provide information on the type and volume of cases received and processed through the criminal court system of England and Wales between January and March 2021, and include statistics on case timeliness.

Call for Evidence: Commission for Creating Healthy Cities
The Commission on Creating Healthy Cities is seeking evidence to assist it in putting together its recommendations aimed particularly at city leaders and citizens.

They are especially interested in evidence from research but hope to also elicit input from those with direct experiences as practitioners and citizens/users of services. More information can be found here.

Advanced and Predictive Analytics Network for Local Government
The LGA’s new Advanced and Predictive Analytics Network (APAN) provides a safe online space for data practitioners in local government to discuss, share and learn about the techniques, solutions, risks and opportunities of advanced methodologies.  The network is open to local government officers working in data use and data analysis. The network is holding a webinar at 2:00pm on 5th July where attendees will consider the content of the new guidance document published by government on Ethics, Transparency and Accountability Framework for Automated Decision-Making and discuss its impact and use in local government. Local Government officers can register to join APAN via the Knowledge Hub registration page.

Health determinants research collaborations (HDRC’s)
In order to enable local government to become research active the National Institute for Health Research (NIHR) has announced that it will be inviting local authorities to bid for substantial funding to fund Health Determinants Research Collaborations (HDRCs). An HDRC will enable its host local authority to both use research in its decision making and undertake research in order to build the evidence around the impact of local government on the health of the public.

What Works Growth invites those looking to learn more about how to evaluate their local economic growth policies to sign up to the 'How to evaluate' course in July.
