Estate Regeneration Survey and £10 million Fund

The Ministry of Housing, Communities and Local Government (MHCLG) is seeking to understand the national picture of housing estate regeneration activity. This includes councils’ progress with estate regeneration projects, any barriers to delivery, as well as the expected impact of these projects.

The estate regeneration survey below is now closed. 

The One Public Estate programme (OPE) is partnering with MHCLG to collate this information from councils through an online survey.

In addition, MHCLG has a capital fund of £10 million to support a small number of estate regeneration projects across the country in the financial year 2021-22.  The survey will enable the identification of estate regeneration projects that are able to spend funds in 2021-22, which MHCLG will consider for investment. Note this is a one-off investment to support regeneration activity in 2021-22. There are no plans to extend this funding to future years.  

Projects will need to be deliverable and demonstrate an ability to spend capital funds this financial year. Community and political support will also need to be in place. Eligible costs could include (but are not limited to) demolition and site remediation, tenancy buy-outs, and decant and temporary accommodation costs.

In the first instance, we request that all councils complete Part A and Part B of the online survey - the information provided will be reviewed and shared with MHCLG colleagues to inform future estate regeneration policy. If you have an estate regeneration project that you would like to be considered for the funding, please also complete Part C of the survey. This section explores the strategic objectives in your area that are reliant on the successful delivery of estate regeneration projects.

MHCLG are planning to fund a small number of estate regeneration project across the country in the financial year 2021-22. We are keen to understand where there are estate regeneration projects which may require government intervention and are ready to spend. If you have an estate regeneration project which you would like to be considered please could you provide details below. Please provide details of one project only. What happens next

We will consider expressions of interest which have a funding need in relation to the project’s ability to a) provide a positive strategic impact and b) deliver at pace. Projects which best meet these criteria will be invited to complete a full application form. Our final assessment criteria will be shared in due course. We expect to invite projects to bid in September 2021.
